I do not accept the group with the flag of St Andrew as an answer.
Jamaica's flag is black, yellow & green,
Burundi's flag is red, white & green, with 3 hexagonal stars (stars of David) in the centre.
By your logic (i.e. disregard colour and use shape alone) The flags of Ireland, Italy, France & Belgium (tricolours) all match.
So do Russia, Netherlands & Luxembourg.
