I know that in Czech voda is water.. I had to just assume somewhere in Russia they probably drink more vodka than water anyway, so...

"Water" in Russian is "вода" (not "Vodka.")

Vodka and Voda are both terms for water, in different ways.
Vodka essentially is an endearing term for water, because it's alcohol. It's kind of hard to express in English properly.

Vodka is not a term for water, in the sense that IRL nobody actually says "vodka" and means water.

Grammatically, the word "vodka" is a diminutive formed from the word for water, just like "Tommy" is a little Tom and a booklet is a little book, so it syntactically does represent a word akin to "little water". But that's not how the word is used. Vodka is the alcohol, voda is water. The puzzle just has it wrong.
