I believe the reference is the US version of a boy scout badge [lighting fires, tracking etc] which is sewn to the uniform. DC1234 is mixing both US and UK as can be seen by the flag next to his/her identifier.

As someone who begins constructing most of my grids with a 'precedes' or 'follows' group, and as others frequently say, in these groups, it's best to have the words all follow or precede.
