Agree with nighteyes. Intrusive r should not be allowed for homophones. Law and lore not pronounced the same unless intrusive r is used.

The Law/Lore thing is entirely down to accent, in standard British English, and most regional accents in England, the r isn't sounded - it just modifies the o, as the w modifies the a in law. In American, Irish and Scottish accents the r is sounded.
